【摘要】:1.1Thisspecificationwasinitiatedtomeettheneedsofregulatoryprogramsforthecertificationofmanufacturedbuilding.Thevariousstatutesdiffersomewhatintheresponsibilitiesassignedtotheadministrativeagencyresponsibleforimplementingtherulesandregulationsformanufacturedbuilding.Theadministrativeagencymayutilizetheservicesandfacilitiesofbuilding-evaluationagenciesincarryingoutitsresponsibilitiesforevaluatingmanufacturedbuildingsystems.Byprovidingcriteriaforevaluatingtheseagencies,thisspecification''sobjectiveisto(1)utilizethevoluntarystandardssystemtoprovideacommonbaseforthevariousregulatoryapproachesemployedbytheauthoritieshavingjurisdiction,and(2)makeprovisionforvaryingdegreesofoptionaltechnicalsupportforthecertificationofmanufacturedbuilding.1.2Toestablishanappropriatedegreeofintra-andinter-statecredibilityregardingbuildingsystemevaluationsmadethroughgovernmentalorprivateagencies,theauthoritieshavingjurisdictionmaywishtoutilizeanaccreditationprogramforsuchagencies.1.3Building-evaluationorganizationsexaminedunderthisspecificationmayincludebothgovernmentalandprivateagenciesqualifiedtoactonbehalfofthepublicasdesigneeagents(thatis,agencies)ofthegovernmentofficehavingjurisdiction.1.4Thisspecificationcoverscriteriabywhichthetechnicalresourcesofagencies,bothgovernmentalandprivate,maybeevaluatedfortheircapabilitytoperformthesystemanalysisorcomplianceassurancefunction,orcombinationthereof,intheevaluationandinspection(certification)ofmanufacturedbuilding.PracticeE651/E651Mmaybeusedfortheevaluationofsuchagencies.1.5Thesecriteriasetforththeminimumpersonnelrequirementsandthetechnicalandorganizationalproceduresrequiredforagenciesengagedinevaluatingmanufacturedbuilding.Othercriteriasuchasindependence,financialstability,andobjectivitymayneedtobeconsidered.1.6Criteriaareincludedforagenciesevaluatinginnovativeaswellasconventionalbuildingsystems,againstapplicablerequirements.1.7Agenciesinvolvedintesting,qualityassuranceandevaluatingbuildingcomponentscanbeevaluatedbyusingPracticeE699.1.8Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
